Constitution Of

Prince of Peace Evangelical Lutheran Church

1          Name

The name by which this congregation wishes to be known and named in all documents, deeds, etc. shall be Prince of Peace Evangelical Lutheran Church, New Sewickley Township, Beaver County, Pennsylvania.

2          Mission

The mission of this Congregation shall be to spread the Kingdom of God, and to serve its members by:

 

·         Preaching the Word of God.

·         Administering the Sacraments.

·         Providing pastoral care.

·         Instructing the children, youth, and adults according to the confessional standard of the Lutheran Church-Missouri Synod (Article III).

·         Fostering Christian fellowship, charity, and love.

·         Serving our community with the message of the Christian Gospel.

·         Supporting the extension of the Christian Gospel into other fields, and the training and educating of workers in the Kingdom.

·         Extending a helping hand to those in need.

3          Confessional Standard

This congregation accepts without reservation:

3.1         The Scriptures of the Old and the New Testament as the written Word of God and the only rule and norm of faith and practice.

3.2         All the Symbolical Books of the Evangelical Lutheran Church as a true and unadulterated statement and exposition of the Word of God, to wit:

3.2.1           The three Ecumenical Creeds (the Apostles’ Creed, the Nicene Creed, the Athanasian Creed),

3.2.2           The Unaltered Augsburg Confession,

3.2.3           The Apology of the Augsburg Confession,

3.2.4           The Smalcald Articles,

3.2.5           The Large Catechism of Luther,

3.2.6           The Small Catechism of Luther,

3.2.7           The Formula of Concord.

3.2.8           Only hymns, prayers, and liturgies that conform to the Confessional Standards of section 3.2 shall be used in the public services of the Congregation, and in all ministerial acts.  Likewise, in all classes for instruction in Christian doctrine only such books shall be used as conform to this standard.

4          SYNODICAL MEMBERSHIP

This congregation shall be a member of The Lutheran Church - Missouri Synod

as long as the Synod conforms to the congregation's confessional standards as set

forth in this constitution.

5          MEMBERSHIP

5.1         The membership of the congregation shall include the followng:

 

5.1.1           Baptized members are all who have been baptized in the name of the Triune God and who are under the spiritual care of the pastor of this congregation, including the children who have not yet been confirmed into communicant membership.

5.1.2           Communicant members are those baptized members who have been instructed and are familiar with the contents of Luther’s Small Catechism, have been confirmed in the Lutheran faith, and accept the confessional standard of Article 3 of this Constitution.

5.1.3           Voting members are communicant members who have reached the age of 18 years, and who have been approved as such according to section 5.2.3.  All voting members make up the Voters’ Assembly.

5.1.4           Associate members are those members who fall into one of the previous three categories, but which also may have joint membership in another Missouri Synod Lutheran Church for part of the calendar year.  These members retain basic rights and privileges such as reception of the sacraments, pastoral care, congregational concern, use of their time, talents, and treasures in the service of the Lord, and attendance and participation in Voters’ Assemblies or Church Council.  Associate members are expected to attend worship services of this congregation regularly at least part of each calendar year.

5.2         The members of this congregation are received in the following manner:

 

5.2.1           Baptized members are received through the Sacrament of Holy Baptism or through the consent of one or both parents in the case of children who have been baptized in another Christian congregation.

5.2.2           Communicant members are received through the rite of confirmation and Sacrament of Holy Baptism as appropriate, through transfer from a sister congregation, or through  profession of faith or reaffirmation of faith.

5.2.3           Eligible communicant members may be received as voting members upon application for such privilege upon approval of the Voters’ Assembly.

5.3         Members of this congregation shall conform their entire lives to the authority of God's Word and to that end shall make diligent use of the means of grace by faithfully attending divine worship and partaking of the Lord’s Supper, exercise faithful stewardship of God's many gifts and talents, impart and accept fraternal admonition as the need of such admonition becomes apparent, and be readily available for service in the kingdom of Christ within and beyond the congregation. Membership in organizations whose principles and conduct conflict with the Word of God is prohibited.

5.4         Membership in this congregation shall be terminated as follows:

 

5.4.1           Communicant members who desire to join another congregation in the Missouri Synod shall present their request for transfer to the Pastor. Authorization is hereby granted to the Pastor to issue such transfer. This action shall be reported to the congregation by the Pastor.

 

5.4.2           In cases where communicant members of this congregation have joined a congregation of another Lutheran synod or a non-Lutheran congre­gation, they shall, upon the decision of the Pastor and Board of Elders, and approval of the Church Council, be deemed to have term­inated their membership in this congregation, forfeiting all rights and privileges of such membership. A letter of release shall be sent upon their request after which their name(s) shall be removed from the membership list of the congregation. This action shall be reported to the congregation by the Pastor.

 

5.4.3           The names of members whose whereabouts are unknown, and cannot be established after diligent search, shall be removed from the member­ship list by majority vote of the regular Voters’ Assembly. Member­ship is thereby terminated.

 

5.4.4           Any member who conducts himself in an unchristian manner or who shall persistently violate Article 5 (Membership) of the Constitution shall be admonished according to Matthew 18:15-20. Upon refusal to amend his/her sinful life after proper admonition he/she shall be excommunicated. If the member refuses to submit to church discipline through the Pastor and Elders, or refuses to dis­cuss his/her case, he/she has thereby excluded himself/herself.

 

5.4.5           The excommunication process shall be as follows:

5.4.5.1            A member being considered for excommunication shall first be invited to attend a meeting with Church Council, the pastor or the elders to further discuss his situation.

5.4.5.2            If the member does not respond to this meeting, the board of elders shall present a motion of excommunication at the next regular meeting of the Voters’ Assembly. At that meeting the motion shall be presented and discussed. The vote on the motion shall be taken at the following meeting of the Voters’ Assembly after allowing time for further discussion. A copy of the proposed motion shall be given to the member involved, requesting his presence at both of these Voters’ Assembly meetings. This notice shall be personally presented by the Board of Elders.

5.4.5.3            If the member does not respond to this notice, his failure to act shall be interpreted as a refusal to accept Christian ad­monition resulting in his self-exclusion from the congregation, His membership shall then be terminated in the appropriate manner.

5.4.5.4            If the member does respond, the Voters’ Assembly shall discuss the situation, giving the member every opportunity to present his point of view.

5.4.5.5            At the Voters’ Assembly following the meeting at which the motion was originally presented, the motion shall be acted upon. A unanimous vote of all members present, with the exception of the individual directly involved shall be re­quired for passage of a motion of excommunication.

5.4.5.6            In the worship services immediately following the termination of membership by excommunication the congregation shall be informed of the action and shall pray that the Holy Spirit may lead the individual involved to repentance.

5.4.5.7            Notice of the action of the Voters’ Assembly shall be sent to the former member by registered mail.

5.4.5.8            Excommunicated or self-excluded persons who repent and ask forgive­ness shall be reinstated into Membership with all rights and privileges of membership.

5.4.5.9            A person whose communicant membership has been terminated has for­feited all rights of a member of this congregation and all claims upon the property of the congregation or any part thereof so long as they are not reinstated into membership.

6          Called Church Workers

 

The Voters’ Assembly of this congregation shall have the exclusive right to call ordained ministers, as per the By-Laws of this congregation. The right to call commissioned ministers also belongs to the congregation and shall not be delegated to a smaller body or to an individual.

6.1         The pastoral office shall be conferred only upon pastors or candidates who profess and adhere to the confessional standard set forth in this constitution, who are qualified for the work of the ministry, and who have been endorsed by and are members of The Lutheran Church - Missouri Synod.

6.2         Only those commissioned ministers shall receive a call who adhere to the confessional standard set forth in this constitution, who are qualified for the work of the ministry to which they are called, and who have been endorsed by and are members of The Lutheran Church - Missouri Synod.

6.3         The right of calling ordained or commissioned ministers shall be vested in the Voters’ Assembly and shall not be delegated otherwise.

6.4         Called ordained or commissioned ministers may be removed from office in Christian and lawful order by a two-thirds majority ballot vote of the Voters’ Assembly for one of the following reasons: persistent adherence to false doctrine, scandalous life, willful neglect of the duties of office, or the inability to perform those duties.

6.5         When a vacancy occurs in an office of an ordained or commissioned minister, the congregation shall notify the president of the district to receive assistance in temporarily filling the vacancy and to receive his counsel in calling a new pastor, teacher, or other church worker.

7          Authority Of And Within The Congregation

 

The Voters’ Assembly shall be the governing body of this congregation and shall

be empowered to administer and manage all its affairs.

7.1         The establishment and conduct of all organizations and societies within the congregation or related directly to the congregation shall be subject to the overall authority and general oversight of the Voters’ Assembly.

7.2         All matters before the Voters’ Assembly shall be decided by a majority vote unless otherwise specified by this constitution or By-Laws. Matters of doctrine and conscience shall be decided only on the basis of the Word of God.

7.3         Congregational officers or committees, whether elected or appointed, shall have no authority beyond that which has been conferred upon them as stated in the By-Laws of this Constitution

8          Meetings

8.1         Regular Meetings

 

The Voter’s Assembly of the congregation shall meet regularly at least four times each year. The regular Spring meeting each year shall be the election of congregational officers.

8.2         Special Meetings

 

Special meetings of the congregation may be called by the Pastor, the President of the congregation, by petition of three or more members of the Church Council, or by petition of ten (10) or more voting members.  The purpose of the meeting must be advertised with the call for a meeting and only such business as agreed upon may be conducted at such meeting.  Announcements of special meetings shall be made in the services of the two previous weekends or in the services of the previous weekend when accompanied by notification by mail.

8.3         Quorum

 

51% of the average number of voting members present at the last four regular meetings shall constitute a quorum.

8.4         Order and Rules For Business

 

Meetings of the Voters’ Assembly shall be held as determined in the By-Laws.  Regular congregational business shall be considered in the agenda, which shall provide for reports to be given by all officers and heads of committees charged with responsibility for the congre­gation‘s affairs.

 

The rules of parliamentary procedure as outlined in Robert’s Rules of Order shall govern all meetings in cases where such rules are applicable, and are not otherwise inconsistent with the Constitution and By-Laws of the congregation. In the event of any such conflict, the Constitution and By-Laws of the congregation will hold precedence.

 

People that wish to attend a meeting, but are not able to physically be present (illness, out of town, shut-in, etc.) have the option of attending the meeting via teleconference, provided that they inform the chair of the meeting that they wish to do so in advance.

9          Officers and Boards

 

This congregation shall have the following officers and boards in addition to any which the congregation shall establish from time to time. Those officers identified by state law shall serve as legal representatives of the congregation.

9.1         The officers of this congregation shall be:

 

9.1.1           A President, who shall conduct the meetings of the Voters’ Assembly and Church Council, and other duties as specified in the By-Laws.

 

9.1.2           A Vice-President, who shall serve in the President’s absence or inability to act, and other duties as specified in the By-Laws.

 

9.1.3           A Secretary, who shall keep the minutes of the Voters' Assembly meetings and Church Council meetings, as well as other duties specified in the By-Laws.

 

9.1.4           A Treasurer, who shall be responsible for the financial records of the congregation, as well as other duties specified in the By-Laws.

 

9.1.5           A Financial Secretary, who shall be responsible for the receipt of all contributions and shall deposit the same in accounts established in the name of the congregation, as well as other duties specified in the By-Laws.

9.2         The boards of this congregation shall be:

 

9.2.1           A board of Elders, consisting of at least four members elected by the Voters’ Assembly, which shall assist the pastor in the spiritual life of the congregation, as well as other duties specified in the By-Laws. 

 

9.2.2           A board of Church Properties, consisting of a chairperson elected by the Voters’ Assembly and a number of members selected by the chairperson to assist on the board.  The duties of the board of Church Properties are specified in the By-Laws.

 

9.2.3           A board of Christian Education, consisting of a chairperson elected by the Voters’ Assembly and a number of members selected by the chairperson to assist on the board.  This board shall be responsible for the nurture and Christian growth of the members of the congregation, as well as other duties specified in the By-Laws.

 

9.2.4           A board of Evangelism, consisting of a chairperson elected by the Voters’ Assembly and a number of members selected by the chairperson to assist on the board.  This board shall lead the members of the congregation in outreach into the community, as well as other duties specified in the By-Laws.

 

9.2.5           A board of Stewardship, consisting of a chairperson elected by the Voters’ Assembly and a number of members selected by the chairperson to assist on the board.  This board shall  teach and promote proper stewardship of time, talents, and treasures, as well as other duties specified in the By-Laws

 

9.2.6           A board of Social Ministry, consisting of a chairperson elected by the Voters’ Assembly and a number of members selected by the chairperson to assist on the board.  This board shall seek to discover and be made aware of the needs of all individuals within and outside the congregation and seek means to fulfill these needs, as well as other duties specified in the By-Laws.

 

9.2.7           A board of Parish Fellowship, consisting of a chairperson elected by the Voters’ Assembly and a number of members selected by the chairperson to assist on the board.  This board shall assist with the strengthening of the fellow­ship between congregation members spiritually and socially, the inte­gration of new members into the life of the congregation, and the general up building of mutual cooperation, trust, and enjoyment among members of the congregation, as well as other duties specified in the By-Laws.

 

9.2.8           A board of Youth and Family Ministry, consisting of a chairperson elected by the Voters’ Assembly and a number of members selected by the chairperson to assist on the board.  The objectives of this Board are to involve the young people of the congregation in the work of Christ, provide for their spirit­ual growth and nurture, and to promote genuine Christian fellowship for the young people of the congregation, as well as other duties specified in the By-Laws.

 

9.3         Any officer or board member who fails to carry out his or her duties of office or who fails to perform the responsibilities of church membership (see section 5.3) may be removed from office by the Voters’ Assembly by a two-thirds majority ballot vote, in Christian and lawful order. Matthew 18 should be followed under such circumstances.

10     Limitations On Holding Office

Members who have reached the age of 18 may serve as officers of boards and committees of this congregation.  Boards and offices which are called upon to carry out the specific functions of the pastoral office (preaching in or serving as the leader of the public worship service, the public administration of the sacraments, the public exercise of church discipline) may not be chaired by women. Accordingly, a woman shall not serve as pastor of this congregation or as a member of the board of Elders.  In the case of matters concerning the calling process, reference sections 13.3, 16.1.1, and 16.6.2

11     Division

If at any time a division of the congregation should take place for any reason, the following principles will govern.

11.1     The property of the congregation and all benefits connected therewith shall remain with those communicant members who continue to adhere in confession and practice to the confessional standards set forth in this constitution.

11.2     In the event that the congregation dissolves, all property shall be disposed of by the final Voters’ Assembly for the payment of debts and all just claims against the congregation, and any and all surplus and all rights connected therewith shall be conveyed to and become the property of the Eastern District of The Lutheran Church - Missouri Synod.

12     Amendments

This constitution may be amended in the following manner.

12.1     Amendments to the provisions of this constitution not identified in the following paragraph shall be submitted in writing at a meeting of the Voters’ Assembly and announced to the congregation by public posting and/or mail to all communicant members prior to the meeting at which the proposed amendment will be acted upon. A two-thirds affirmative vote of the voters present shall be required for adoption.

12.2     Amendments to Articles 1, 3, 4, and 6.2 shall not destroy their essential meaning. Amendments shall be submitted in writing at a meeting of the Voters’ Assembly and made public to the congregation by public posting and/or by mail to all communicant members. Notice of the discussion of such amendments shall be given prior to two regular Voters’ Assemblies when the proposed action will be discussed.  Notice that action will be taken on proposed amendments shall be provided to all voting members prior to the meeting when a vote will be taken. The date of approval shall be referenced in any amendment adopted.

12.3     The revised constitution shall, as a condition of continued membership in The Lutheran Church - Missouri Synod, be submitted to the President of the district for review by the district’s constitution committee and favorable action by the district’s board of directors before being implemented by the congregation.

By-Laws

 

 

13     Procedures For Calling Ministers Of Religion

 

When this congregation calls a minister of religion, ordained or commissioned, the following procedure shall be followed:

13.1     When a pastor or commissioned minister is to be called, every member of the congregation shall be provided opportunity to suggest one or more names for consideration.

13.2     A call committee shall be appointed [or an existing board or committee designated] to serve as a screening committee and shall submit all suggested names to the district president for information and evaluation. The committee shall then present to the congregation by public announcement its proposed list of candidates and their biographical sketches.

13.3     At a Voters Assembly meeting called for the purpose of calling a new pastor or commissioned minister (which shall be chaired by the head Elder, or an Elder appointed by the head Elder if he is unable to attend), the proposed list may be amended by a two thirds vote of the assembly. When possible, information regarding additional candidates shall be provided by the district president and/or his representative at the meeting.

13.4     Ballot voting shall continue until a two-thirds majority vote determines the disposition of the call.

13.5     If the call committee recommends that a minister be called directly from the seminary, then procedures set forth by the Eastern District shall be followed.  The decision to make a call from the seminary must be approved by a two thirds vote of the assembly.

14       Church Council

14.1     The Church Council shall consist of the congregation’s President, Vice President, Secretary, Treasurer, Financial Secretary, and the chairpersons of its boards. The pastor is an advisory member with no voting privileges.  The President and Secretary of the congregation shall also serve as the President and Secretary of the Church Council.

14.2     The principal duty of the Church Council shall be to coordinate the program and activities of the various departments of the congregation.  It shall also have the power to act on behalf of the congregation between meetings of the Voters’ Assembly within limitations established by the Voters’ Assembly, which actions shall be reported to the next meeting of the Voters’ Assembly.

14.3     It shall be the duty of the Church Council to meet at least four times a year or more often if necessary to consider and discuss all matters pertaining to the general welfare of the congregation and to present recommend­ations to the congregation.  The Church Council shall act in matters committed to it by Voters’ Assembly and in cases of emergency be­tween Voters’ Assembly meetings.

 

14.4     Special Meetings of the Church Council may be called by the Pastor or President or three members of the Church Council with proper notification.  Only such subjects as agreed upon shall be discussed.

 

14.5     In any regular or special meeting of the Church Council seven of the twelve voting members must be present to constitute a quorum.  In the case of vacancies in one or more offices or boards, the number of voting members present to constitute a quorum shall be reduced by the number of offices and/or boards that are vacant at the time of the meeting.

15     Nominations, Elections, and Terms of Office

 

15.1.1       A nominating committee composed of at least three members shall be appointed by the President, one of whom is to be designated as chairperson. The Pastor may serve as advisor to the Nominating Committee.

 

15.1.2       The nominating committee shall prepare a slate of candidates for the offices to be vacated in the forthcoming election. This slate shall be presented at the Spring quarterly meeting of the Voters’ Assembly for election at this time.

 

15.1.3       Additional nominations may be made from the floor at this meeting. The President shall ask for nominations from the floor by individual office.

 

15.1.4       A majority vote of the voting members present shall be necessary for election to office.

 

15.1.5       The officers elect shall assume their duties on the day of instal­lation, which shall be sometime between the election and the first day of July. Officers shall be elected to terms specified in the By-Laws and shall hold office until their term expires. An officer has the privilege to succeed himself when his term expires.

 

15.1.6       Upon leaving office all records, property of the congregation, or any such items pertaining to said office shall be turned over to the successor upon his assumption to the office.

 

15.1.7       In the event of a vacancy in any office, the President may appoint a successor to serve until the next annual election.

 

15.1.8       To be eligible for election to office, a candidate must be eighteen (18) years of age and be a voting or associate member of this congregation. The candidate must also conform to all other quali­fications as set forth in these By-Laws and in the Constitution of this congregation.

 

15.1.9       The term of office for each officer and chairperson of each board is two years.

 

The following schedule will be adhered to pertaining to election of officers and board chairpersons:

Elected in even-numbered years:

 

·         President

·         Secretary

·         Financial Secretary

·         Board of Christian Education

·         Board of Parish Fellowship

·         Board of Stewardship

·         Board of Elders (at least 2)

 

Elected in odd-numbered years:

 

·         Vice President

·         Treasurer

·         Board of Evangelism

·         Board of Youth and Family Ministry

·         Board of Social Ministry

·         Board of Church Properties

·         Board of Elders (at least 2)

 

For the Board of Elders, since the term is two years, the same person cannot be elected in consecutive years.  If more than four persons serve on the board, then the number elected shall be divided equally between even and odd numbered years.

16     Duties Of Officers

 

16.1     President

 

16.1.1       Shall preside at all meetings of the Voters’ Assembly and Church Council, except for any meetings with the express purpose of calling a new Pastor.

 

16.1.2       Shall be an ex-officio member on all boards or committees where his presence is needed or requested.

 

16.1.3       Shall appoint any special committee or delegates as they may be needed, unless otherwise provided for in this Constitution.

 

16.1.4       Shall sign all checks in the absence of the Treasurer and Financial Secretary.

 

16.1.5       Shall execute any deeds, mortgages, bonds, notes, contracts or other instruments which the Voters’ Assembly shall have authorized.

 

16.1.6       In the case of a tie in a vote at a Voters’ Assembly meeting or Church Council meeting, the President shall cast the deciding vote.

 

16.1.7       Appoint an Audit Committee at the end of the fiscal year to audit the records of the Treasurer and Financial Secretary.

 

16.2     Vice-President

 

16.2.1       Shall serve as an assistant and aide to the President in the performance of his duties and shall substitute for him in his absence.

 

16.2.2       In the event of a vacancy in the office of the President, the Vice-President shall succeed to the office of the President for the remainder of the term.

 

16.3     Secretary

 

16.3.1       Shall keep a record of the transactions of all Voters’ Assembly meetings and Church Council meetings.  In the absence of the Secretary or when it may be deemed necessary, a substitute Secretary may be appointed by the President for one meeting or a part thereof.

 

16.3.2       Shall keep an accurate attendance record of all voting members at regular and special Voters’ Assembly meetings.

 

16.3.3       Shall carry on all necessary correspondence in behalf of the congregation.

 

16.4     Treasurer

 

16.4.1       All monies and commercial papers of the congregation shall be entrusted to the Treasurer.

 

16.4.2       Correct account shall be kept of all monies received and disbursed by the Treasurer for the congregation.

 

16.4.3       Regular reporting shall be made to the Church Council and Voters’ Assemblies concerning the finances of the church.

 

16.4.4       One or more assistant Treasurers may be appointed by the President.  These assistant treasurers shall have the authority to sign checks on behalf of the congregation.

 

16.5     Financial Secretary

 

16.5.1       Shall receive all congregation monies, and other gifts, do­nations, contributions or loans, record the source, the amount and the intended use.  Receipts include, without being limited to, sources such as member offerings, memorials, special col­lections, loans, subsidies, bequests, and gifts of goods and services.

 

16.5.2       Shall deposit all received monies promptly in a local finan­cial institution approved by the Voters’ Assembly.

 

16.5.3       Shall forward to the Treasurer a proof of deposit and an account of the amounts to be added to the various funds.

 

16.5.4       Shall maintain a record of contributions as listed in 16.5.1 above made by individuals, members and non-members. Contributions by non-members shall be acknowledged by a card or note of thanks sent to the contributor. Contributions by members shall be re­corded in a manner that would be acceptable to the U.S. Govern­ment Internal Revenue Service. A copy of the record is to be forwarded to the members at least at the end of the financial year for their approval and record. Records may also be provided more frequently.  Absence of comment on the record by the member within thirty days is to be considered as approval.

 

16.5.5       The Office of Financial Secretary must maintain discretion with regard to individual contribution records, both those created for the current period and those of previous years. Records of individual contributions are to remain confidential,  known only to the individual and the Office of Financial Secretary.

 

16.5.6       Shall order and distribute individual offering envelopes.

 

16.5.7       Shall retain records as follows:

 

16.5.7.1        Individual contributions - 7 years.

16.5.7.2        Weekly envelopes  until the Audit Committee has satis­factorily completed its task.

 

16.5.8       Shall report to the Voters’ Assembly at each regular meeting.

 

16.6     Board of Elders

 

Together with the Pastor, this board shall be concerned with all matters pertaining to the spiritual welfare of the congregation.

 

16.6.1       The Board of Elders shall meet monthly.

 

16.6.2       One Elder shall be elected by the Board to serve as Chairman. The Chairman will serve as a voting member of the Church Council and be responsible for conducting the monthly meeting of the Board of Elders.  The Chairman will also chair any meeting related to the calling of a new Pastor.

 

16.6.3       Shall be concerned about the spiritual, emotional, and physical welfare of the Pastor and his family. They shall annual­ly review the salary and fringe benefits of the Pastor and make recommendations to the Voters’ Assembly and Church Council.

 

16.6.4       Shall either serve as, or appoint, a Call Committee making recommendations to the Voters’ Assembly when a pastoral vacancy occurs.

 

16.6.5       Shall concern themselves with attendance at the public worship of God on the part of all members of the congregation.

 

16.6.6       Shall keep themselves informed and concerned about the use of the Sacraments by members of the congregation.

 

16.6.7       Shall, individually and collectively, use special events in the lives of members as opportunities to be concerned about fellow members of the Body of Christ.

 

16.6.8       Together with the Pastor, shall be concerned about adequate instruction of adults and youth for confirmation and church membership.

 

16.6.9       Shall analyze at least once a year, the regular and special worship services of the congregation.

 

16.6.10   Shall assume responsibility of a music committee and periodically review and evaluate the music program of the congregation.

 

16.6.11   Shall be responsible for arranging pulpit and Holy Communion assistance, special services, and guest speakers.

 

16.6.12   Shall appoint a head usher, and supervise the ushering pro­gram of the congregation.

 

16.6.13   Shall carry out church discipline diligently, carefully, and prayerfully in accordance with the Word of God.

 

16.6.14   Shall maintain a visitation program, with the help of the congregation, for the purpose of encouraging inactive members to return to church fellowship.

 

16.6.15   Assistant Elders

16.6.15.1    Assistant Elders may be appointed by the Board to assist in matters such as distributing Holy Communion, visitation of shut-ins, visitors, and/or members, keeping attendance, and any other matters that the Board deems appropriate.

16.6.15.2    Assistant Elders shall not be elected by the congregation.

16.6.15.3    There is no term limit for serving as an Assistant Elder.

16.6.15.4    Assistant Elders will receive training by the Board of Elders before beginning the carrying out of their assigned duties.

 

16.7     Board of Evangelism

 

The basic objectives of this Board are the bringing of the Gospel to the un-churched, the enlistment of all God’s people in the work of spreading of the Gospel, the deepening of the faith and activity of the members of this congregation, and proper soul-accounting at all times. That the objectives of this Board may be carried out, the following specific responsibilities are assigned to the Board of Evangelism:

 

16.7.1       The Board of Evangelism shall consist of an elected chairperson of the board and as many members as the chairperson feels necessary to carry out the duties of the board.  Board members shall be appointed by the chairperson of the Board

 

16.7.2       Encourage prayer in church and homes for sincere evangelistic concern toward all people inside and outside the Church.

 

16.7.3       Promote and direct congregation-wide evangelism undertakings.

 

16.7.4       Be responsible for a program of community relations that identifies the congregation with the Gospel of Christ.

 

16.7.5       Utilize the evangelism potential of the internet using the church’s web site, with links to the Lutheran Missouri synod web site.

 

16.7.6       Emphasize evangelism and encourage evangelism programs in and through the societies and auxiliary organizations of the con­gregation and suggest projects for such organizations.

 

16.7.7       Emphasize, in conjunction with the Board of Christian Education, child and youth evangelism, both in participation and outreach.

 

16.7.8       Be responsible for maintenance and follow-up of lay visitors.

 

16.7.9       Be responsible for maintenance and follow-up of a prospect at all times.

 

16.7.10   Be concerned for the reception, orientation, and integration of new members into the congregation. Review their progress after 6 to 12 months.

 

16.7.11   Periodically sponsor dinners, fellowship nights, etc. in con­junction with members and visitors and suggest ways and means of improvement.

 

16.7.12   Engage at least once a year in a self-study of methods, progress and the like of the Board’s work. (Self Evaluation)

 

16.7.13   Submit to the Board of Stewardship, in the appropriate form and at the time requested, a budget request for the coming year’s work.

 

16.8     Board of Christian Education

 

The Board of Christian Education is responsible for the Christian nurture of children, youth and adults in the congregation of Prince of Peace Lutheran Church and Preschool. This Board will report to the Church Council and will plan, direct and administer the total educational program of the congregation. That the objectives of this Board may be carried out, the following specific responsibilities are assigned to the Board of Christian Education.

 

16.8.1       The Board of Christian Education shall consist of an elected chairperson of the board and as many members as the chairperson feels necessary to carry out the duties of the board.  Board members shall be appointed by the chairperson of the Board with the approval of the Church Council.

 

16.8.2       Establish objectives, create policies, control and monitor budgets, maintain documentation required by the Lutheran Church Missouri Synod (LCMS) and assess and supervise the total education program for each educational agency to ensure all age groups are being served in the congregation which includes but is not limited to:

 

16.8.3       Preschool

16.8.3.1        Annually review and recommend: salaries for all preschool staff; operating procedures and policies; and fair employment practices.

16.8.3.2        Exercise leadership in gathering and reviewing resumes of candidates for vacancies in the teaching staff, conduct interviews and make final hiring decisions.

16.8.3.3        Conduct regular meetings with the teaching staff to provide spiritual encouragement and support.

 

16.8.4       Sunday School, Vacation Bible School, Confirmation Classes, Bible Classes and other educational groups

16.8.4.1        Approve curriculum, analyze its performance in each educational agency and seek constant improvement. 

16.8.4.2        Maintain permanent attendance records required by the LCMS.

16.8.4.3        Enlist, train, and place trained lay teachers and leaders in positions as needed.

16.8.4.4        Consider classes, courses, conferences, retreats, and the like for special needs groups.

 

16.8.5       Supervise the conduct of teachers on the staff of the congregation.

 

16.8.6       Establish a system of commendation for and recognition of faithful service by all persons involved in the education task of the congregation.

 

16.8.7       Encourage every congregational family and member to participate in Christian Education programs and activities provided by the board, including private, formal and informal Bible Study.

 

16.8.8       Provide for the professional growth of the educational staff through conferences, conventions, continuing education and the like and request the necessary funds for the same in the yearly budget. 

 

16.8.9       Maintain close cooperation and collaboration with all Boards, societies, groups and committees to encourage Christian Education activities within the congregation, including but not limited to:

 

16.8.9.1        Board of Youth and Family Ministry for the assimilation of newly confirmed youth in appropriate agencies for study and activity.

 

16.8.9.2        Board of Evangelism for the recruitment of pupils for the educational agencies of the church.

 

16.8.10   Maintain, in conjunction with other boards, a continuing program for recruitment of full-time workers in the church, such persons as pastors, teachers, lay leaders and the like.

 

16.8.11   Review, consider and adopt or adapt recommendations by the education depart­ments of Synod, District and circuit.

 

16.8.12   Annually examine the education facilities and equipment, and make recommendations to the Board of Church Properties as to upkeep, repairs and replacements needed as well as new equipment needed.

 

16.9     Board of Youth and Family Ministry

 

The Basic objectives of this Board are to involve the young people of the congregation in the work of Christ, provide for their spirit­ual growth and nurture, and to promote genuine Christian fellowship for the young people of the congregation. That the objectives of this Board may be carried out, the following specific responsibilities are assigned to the Board for Youth and Family Ministry:

 

16.9.1       The Board of Youth and Family Ministry shall consist of an elected chairperson of the board and as many members as the chairperson feels necessary to carry out the duties of the board.  Board members shall be appointed by the chairperson of the Board with the approval of the Church Council.

 

16.9.2       Promote attendance and involvement of the congregation’s youth at all youth activities.

 

16.9.3       Provide for continuing spiritual growth of the young people of the congregation through Bible Study, prayer, and Christian service.

 

16.9.4       Plan and carry out, together with other concerned boards, a year-round program for the young people.

 

16.9.5       Involve youth leaders from all parts of the congregation’s work in developing a planned parish program for young people.

 

16.9.6       Develop a program for social fellowship of both young people and the young adults of the congregation, including various recrea­tional activities.

 

16.9.7       Actively engage in the selection and training of leaders for the young people’s program at all times.

 

16.9.8       Plan and observe, together with the Pastor, a yearly congregational Youth Sunday.

 

16.9.9       Plan special events to welcome the newly confirmed young people and to invite them to join the young people group.

 

16.9.10   Provide for continual education of young people on topics of current interest to them.

 

16.9.11   Provide opportunities for involvement as servants in the life of the community such as civic, school, cultural, humanitarian, recreational and social groups.

 

16.9.12   Provide for public recognition of various youth achievements and accomplishments.

 

16.9.13   Plan and coordinate activities for youth and other young people’s groups outside the congregation, particularly with other Lutheran young people’s groups at various levels.

 

16.9.14   In conjunction with the Board of Evangelism, train and involve the young people in bringing others to Christ.

 

16.9.15   Provide counseling for the spiritual, moral, social, and vocational development of young people.

 

16.9.16   Welcome and use college students during the summer months for various young people’s activities.

 

16.9.17   Contact all college students regularly to let them know what is going on in the congregation and in the youth group, and to let them know we care.

 

16.9.18   Contact families that have children and youth who do not have a church home, giving them information and inviting the parents and youth to participate in our various youth groups. 

16.9.19   Encourage families in our congregation that have youth to be involved and encourage their young people to attend our various youth groups.

 

16.9.20   Submit, at the time and in the form requested, an annual budget as requested by the Board of Stewardship.

 

16.10 Board of Stewardship

 

The Basic objectives of this board are to initiate programs for the development of good stewardship attitudes in the members of the congregation in regard to time, talents, and treasures, to provide for the training and utilization of members of the congregation for the work of Christ’s Kingdom, and to ensure the financial stability of the congregation and its work through a developed program of dedicated, proportionate, first fruits giving. That the objectives of this board may be carried out the following specific responsi­bilities are assigned to the Board of Stewardship:

 

16.10.1   The Board of Stewardship shall consist of an elected chairperson of the board and as many members as the chairperson feels necessary to carry out the duties of the board.  Board members shall be appointed by the chairperson of the Board with the approval of the Church Council.

 

16.10.2   Maintain a congregational talent file that allows the congregation to discover their talents with which God has blessed them.  This includes all members; young people and adults. Provide training courses or workshops to help develop these talents.

 

16.10.3   Conduct a Gospel motivated program annually that allows every member to reflect and commit to a practice of joyful, worshipful, proportionate, and first fruits giving of their blessings to be used for God’s work through the congregation.

 

16.10.4   Work with the Treasurer and the Financial Secretary to recommend to the congregation an annual budget.  Evaluate the giving of the congregation and determine if any revisions need to be made from year to year. 

 

16.10.5   Work with the Treasurer to make sure that bills, salaries, remissions to missions and church agencies are made in a timely matter.

 

16.10.6   Review and evaluate requests for missions, charities, or other needs.  These needs can be met by budgeted items, special gifts, endowments, and collection of money or goods. 

 

16.10.7   Foster support for missions and charities through the use of audio/visual aids, letters, posters, speakers and the like.

 

16.10.8   Help maintain a list of social agencies that can provide assistance to both the congregation and the community and those where members can volunteer their services.

 

16.11 Board of Church Properties

 

The basic objectives of this board are the proper maintenance and repair of church property, and the general protection of the con­gregation against loss or damage of whatever nature. That the basic objectives may be carried out, the following specific respon­sibilities are assigned to the Board of Church Properties:

 

16.11.1   The Board of Church Properties shall consist of an elected chairperson of the board and as many members as the chairperson feels necessary to carry out the duties of the board.  Board members shall be appointed by the chairperson of the Board with the approval of the Church Council.

 

16.11.2   Make an annual inspection of church properties and equipment and recommend to the Voters’ Assembly needed repairs, improvements, or replacements.

 

16.11.3   Conduct an annual inventory of all church properties, equipment, and supplies, including acquisition date and approximate value of each item.

 

16.11.4   Carry out all resolutions of the Voters’ Assembly on purchases, repairs, replacement of church property and equipment.

 

16.11.5   Determine and engage, with congregational approval, adequate custodial help. The Board shall also meet periodically with custodians to discuss the care of the buildings, needs and prob­lems in custodial service, and the like.

 

16.11.6   Prepare for custodial help a detailed list of the required daily and weekly, monthly or annual maintenance of the facilities and equipment of the congregation.

 

16.11.7   Annually review and recommend salaries for all custodial help and to that end study and recommend policies regarding union labor, fair employment practices and the like to be applied to suppliers and to the congregation.

 

16.11.8   Determine and establish, with the approval of the Voters’ Assembly, regulations governing the use of church property and equipment.

 

16.11.9   Receive and approve requests for the use of the congregation’s facilities for wedding receptions, showers, recreational activi­ties by various groups and all other activities of whatever nature and from whatever source.

 

16.11.10                       Set all policies and fees for rental, use and lending of church property

 

16.11.11                       Keep informed of and provide assistance to the Board of Parish Fellowship with regards to scheduling activities within the facilities.

 

16.11.12                       Have keys made and issued for church property, and keep and review annually a list of keys issued.

 

16.11.13                       Supervise, control and recommend adequate storage facilities for all church property, equipment, and supplies and the orderly maintenance of the same.

 

16.11.14                       Check all property twice a year for fire hazards.

 

16.11.15                       Enlist work crews for special repair, improvement, cleaning, painting, and decorating, landscaping and other projects.

 

16.11.16                       Arrange for immediate repairs of an urgent nature and all normal repairs and alterations for which budget funds have been allocated.

 

16.11.17                       Negotiate service for the organ, office machines, typewriters, etc.

 

16.11.18                       Negotiate service for snow removal and lawn care.

 

16.11.19                       Be responsible for and administer the affairs of the Prince of Peace Lutheran Cemetery.

 

16.11.20                       Be responsible for and supervise the use of all property and equipment for the various activities sponsored by this and other boards, groups, or committees who have requested and received approval of an activity in our facility. This includes the kitchen, fellowship hall, classrooms, picnic shelter, etc.

 

16.11.21                       Submit an annual budget request to the Board of Stewardship in the form and at the time requested by the Board.

 

16.12 Board of Parish Fellowship

 

The basic objectives of this board are the strengthening of the fellow­ship between congregation members spiritually and socially, the inte­gration of new members into the life of the congregation, and the general up building of mutual cooperation, trust, and enjoyment among members of the congregation. That the objectives of this Board may be carried out, the following specific responsibilities are assigned to the Board of Parish Fellowship:

 

16.12.1   Consist of an elected chairperson of the board and as many members as the chairperson feels necessary to carry out the duties of the board.  Board members shall be appointed by the chairperson of the Board with the approval of the Church Council.

 

16.12.2   Plan, supervise, and implement larger gatherings of the congregation from time to time through the year which will build fellowship in the congregation such as the Christmas Dinner and other Fellowship events.

 

16.12.3   Maintain constant contact with other Boards, both suggesting to them ways of furthering the work of their Boards through fellowship and drawing from them requests and suggestions for fellowship activities.

 

16.12.4   Maintain an adequate group of willing workers who will help to plan, coordinate, and execute the work necessary to the successful accomp­lishment of fellowship goals.

 

16.12.5   Provide a general atmosphere of friendliness among the members on a smaller scale by suggesting to groups, societies, Bible Classes, and the like ways of bringing their members into mean­ingful personal relationships.

 

16.12.6   Provide for the integration of new members and their families into the congregation through periodic fellowship nights, dinners, rallies, and the like in conjunction with the Board of Evangelism.

 

16.12.7   Maintain and publish a weekly and monthly schedule of activities within the congregation’s facilities and coordinate, approve or disapprove requests for such activities in the best interests of the congregation.

 

16.12.8   Submit an annual budget request in the form and at the time re­quested by the Board of Stewardship.

 

16.13 Board of Social Ministry

 

The basic objectives of this board are to discover and be made aware of the needs of all individuals within the congregation and community and to seek means to fulfill these needs.

 

That the objectives of this board may be carried out, the following specific responsibilities are assigned to the Board of Social Ministry:

 

16.13.1   The board shall consist of an elected chairperson of the board and as many members as the chairperson feels necessary to carry out the duties of the board.  Board members shall be appointed by the chairperson of the board with the approval of the Church Council.

 

16.13.2   The board members shall attempt to be fully aware and informed of all community, state, federal and Lutheran agencies which can be of assistance to any person seeking or needing such assistance and to encourage the use and support of such agencies.

 

16.13.3   Represent the congregation in any venture concerning any social institution or agency approved by the congregation.

 

16.13.4   Be responsible for the appointment of a trained person to supervise the Stephen Ministry group. The supervisor will report to the board such information necessary to maintain a close working relationship between the board and the Stephen Ministers.  However, under no circumstances, will the Stephen Ministry group be asked to reveal any information that may be deemed to violate the strict confidentiality that must exist between a Stephen Minister and the person or persons being ministered to.

 

16.13.5   Oversee the operation of the Stephen Ministry group within the congregation. The Board shall recruit new members, make training available to these members, and see to the general and financial needs necessary to maintain a healthy active program.

 

16.13.6   Study and maintain a list of available social agencies for help with alcoholics, drug problems, delinquents, mental retardation, emotionally disturbed individuals, unwed mothers, and the like, either of Lutheran or private or public nature.

 

16.13.7   Together with the Pastor, study the possibilities and recommend implementation of offering spiritual services and care to hospitals, homes for the aged, prisons, and other institutions within the community.

 

16.13.8   Oversee the preparation of funeral dinners.

 

16.13.9   The chairperson, along with the Pastor, shall administer the Good Samaritan Fund.

 

17     Amendments to the By-Laws

 

These By-Laws may be amended in a properly convened meeting of the Voters’ Assembly.

17.1     Amendments shall be adopted by a majority of all votes cast, provided the proposed change has been announced in a previous meeting or has been submitted in writing at least two weeks prior to the meeting to all voting members.

17.2     The revised By-Laws shall, as a condition of continued membership in The Lutheran Church - Missouri Synod, be submitted to the president of the district for review by the district’s constitution committee and favorable action by the district’s board of directors before being placed into practice by the congregation.

 

18     Good Samaritan Fund Guidelines

 

18.1     Our “Good Samaritan Fund” is established on the solid rock of faith in the promises and commands of Jesus Christ, our Lord and Savior. Therefore prayer shall be the starting point of our concern. Prayers shall be requested by telephone, bulletin, and pulpit announcements as may be appropriate. Fervent prayer from every member will avail much.

18.2     Service capabilities shall list those persons and/or families who can and will, at a moments notice, furnish food, lodging and other immediate services. This shall also include physical services such as befits talents: carpentry, plumbing, auto repair, housecleaning, cooking, chauffeuring, etc.

18.3     The “Good Samaritan Fund” shall be funded originally by preannounced free will contribution requests on a given Sunday.  The “Good Samaritan Fund” shall be sustained through voluntary contributions given at will by any and all members of the congregation; and by requests of free-will contributions when deemed necessary to replenish the fund.

18.4     The “Good Samaritan Fund’ will be used and distributed basically as gratuities to persons in need.  On occasion it may be given as a loan.  This to be determined by the Pastor or chairperson of the board of Social Ministry.  It is believed many recipients would voluntarily return the gift when capable after surviving the emergency.

18.5     The Pastor and the chairperson of the board of Social Ministry will administer the Funds. Worthiness of one in need is to be determined by Pastor after interview and spiritual counseling.  Volunteers will be called on for physical services.  Recommendations as to someone in need may be brought to the attention of the Pastor or Board of Social Ministry by anyone.

18.6     The money shall be kept completely separated from the congregational treasury. Since all contributions are voluntary and anonymous, no one can or will receive proof of contributions for I.R.S. purposes.  The appointed administrator will keep a record of receipts and disbursements and make a report of same to Church Council quarterly and congregation annually. The books are to be audited in July of each year by a church auditing committee.

18.7     All money will be kept in a bank with automatic 24 teller service. The bank will be chosen by the Pastor and chairperson of the board of Social Ministry for their convenience in making deposits and withdrawals.

18.8     Maximum limit in accumulated funds is to be set at $1000.00.  Administrators of the Fund will review this amount semi-annually and make recommendations for changes.

19     Special Committees and Ministries

 

The following special committees will be appointed by the President of the congregation.  The purposes and limits of these committees are specified in the description of each committee.

19.1     Audio and Visual Ministry

 

The objectives of this ministry shall be to support the various ministries, operations, and special events of the church pertaining to sound and visual equipment, resources, and operations.  That the objectives of this ministry may be carried out, the following specific responsibilities are assigned to the Audio and Visual Ministry:

 

19.1.1       This ministry shall consist of a chairperson which shall be appointed by the President of the congregation. The chairperson shall oversee the areas of responsibility of this ministry to ensure that needs are met and equipment is used properly.  This position shall also be responsible for developing the team members as active and caring members of the congregation as they serve.  There shall be no limit on the term of this position.

 

19.1.2       This ministry shall consist of other team members recruited by the committee chairperson.  They shall be responsible for developing applications and operating the equipment that falls under the realm of this ministry.  There shall be no limits on the number of team members, nor on how long they may serve on the committee.

.

19.1.3       This ministry shall be responsible for purchasing, maintaining, and operating sound and visual equipment.  This shall include the following:  sound and visual equipment including, but not limited to, audio/visual computers, projectors, screens, sound systems, microphones, amplifiers, speakers, TVs, CD/cassette players, video tape players, DVD players, and other equipment as determined by future needs.  Equipment NOT included in the oversight of this committee includes: office and classroom business machines, including but not limited to, computers, copiers, fax machines, modems, and telephones as well as musical instruments including, but not limited to, organs, pianos and electric keyboards..

 

19.1.4       This ministry shall be responsible for purchasing, developing, and maintaining software applications for use in worship services and during events sponsored by the various ministries of Prince of Peace.  These shall include, but are not limited to, Power Point presentations, slide shows, videos, internet downloads, etc.

 

19.1.5       This ministry, in conjunction with the Evangelism Ministry, will be responsible for the development, administration, and maintenance of the Prince of Peace Internet web-site.  It will also be responsible for training congregational leaders in the development and maintenance of the ministry specific portions of the web-site and for training the general membership in how to access and use the site.

 

19.1.6       The chairperson of this ministry shall be responsible for reporting to Church Council and attending regular meetings of the Church Council on a regular basis.  This will allow the ministry to be in touch with the current needs of the church as well as the future plans for things that this ministry will be expected to support.

 

19.1.7       This ministry shall submit an annual budget request in the form and at the time re­quested by the Board of Stewardship.

 

19.1.8       It is understood that due to the constantly changing needs and opportunities available, the responsibilities of this ministry may need to be updated as new ones are identified.

 

 



Progress
